Westminster, CA Parking Rules: EV Charging (2026)

The City of Westminster does not appear to have adopted its own ordinance designating or enforcing electric-vehicle charging parking spaces on city streets. Instead, EV charging space rules come from state law. Under California Vehicle Code Section 22511, local authorities and private property owners may designate stalls or spaces exclusively for charging and parking vehicles that are connected for electric charging, and, where proper signage is posted, vehicles not connected for charging may be removed. Off-street facilities must post signs at least 17 by 22 inches stating that unauthorized vehicles not connected for charging will be towed at the owner's expense, while on-street spaces follow the California Manual on Uniform Traffic Control Devices. California Vehicle Code Section 22511 also makes it an infraction to park a non-charging vehicle in a posted charging space. Separately, Westminster supports EV adoption through its Building Division's EV Charger Streamlining Process, which provides an expedited permit pathway for installing charging equipment, requiring a site plan and electrical plan. This is a permits-and-installation program, not a parking-enforcement ordinance. For on-street parking near chargers, the city's general parking rules and any posted signs continue to apply.
