The City of Westminster regulates loading and unloading under Westminster Municipal Code Chapter 10.48 (Loading and Unloading). Loading zones are established and marked by painting the top of the curb: yellow paint designates a commercial loading zone, and white paint designates a passenger loading zone. To preserve general parking, no more than one-half of the total curb length in any block may be reserved for loading-zone purposes. Permission to stop or stand for loading or unloading of materials applies only to commercial vehicles and may not extend beyond the time necessary, and in no event more than 20 minutes. At a yellow curb, no stopping, standing, or parking is allowed between 7 a.m. and 6 p.m. on any day except Sundays and holidays for any purpose other than loading, and passenger loading is limited to three minutes while material loading is limited to 20 minutes. White curbs permit only the loading and unloading of passengers. These curb-color and time-limit rules are set by the city and supplement the California Vehicle Code. Drivers should watch for painted curbs and posted signs, since loading-zone restrictions apply even where a block otherwise allows parking.
Parking a non-commercial vehicle in a yellow loading zone, exceeding the 20-minute material loading or 3-minute passenger limit, or using a white passenger zone for storage can result in a citation.
