Loading zones on public streets are created and enforced by each city or village, not by Summit County. Ohio Revised Code 4511.68 makes it illegal to park in a marked loading zone unless loading or unloading.
Summit County does not designate curbside loading zones; those are established by municipalities through their traffic ordinances and marked signs or curb paint. Statewide, ORC 4511.68 prohibits stopping, standing, or parking in a designated loading zone except for the actual loading or unloading of passengers or freight, and only for the time the local authority allows. On unincorporated county roads there are generally no marked loading zones. Private-property loading areas (at stores or apartments) are enforced by the owner.
Blocking a loading zone violates ORC 4511.68 and local ordinances; it is a minor misdemeanor with a municipal fine and possible tow.
