Bellevue, NE Parking Rules: Loading Zones (2026)

Bellevue Code of Ordinances § 18-74 sits in Chapter 18's Division 2, Method of Parking, and governs the one maneuver the general parking rules otherwise forbid: backing a vehicle to an angled curb. Subsection (A) gives the public works director, or that director's designee, authority to issue a special permit letting a vehicle back up to the curb specifically to load or unload merchandise or materials. The permit can go either to the owner or lessee of the abutting real property or to the owner of the vehicle itself, and it grants only the privilege stated in its own terms and conditions, so the director can tailor the permit to a specific address, curb segment or set of hours.

Subsection (B) then makes it unlawful for the permittee, or anyone else, to violate any special term or condition written into the permit, so exceeding the permit's scope, such as loading outside the hours or location it authorizes, is its own violation distinct from operating without a permit at all. The section traces to 1964 Code § 14-84 and was last touched by Ord. 4091 in 2022, the same ordinance that restructured parking enforcement citywide and put code enforcement inspectors alongside police officers as enforcers under § 18-65.

Because the permit is discretionary and site-specific, a business cannot back into an angle-curb space to load a delivery truck until the public works director has actually issued a permit for that curb.
