County Code Chapter 10.24 governs loading zones and the curb markings that designate them. Section 10.24.010 authorizes the Director to place curb markings and signs and defines the loading-zone colors. A yellow curb means no stopping, standing, or parking between 7:00 a.m. and 6:00 p.m. on any day except Sundays and holidays for any purpose other than loading or unloading passengers or materials; passenger loading may not exceed about one minute and material loading/unloading roughly 20 minutes, and the activity must be carried on continuously during that time. A white curb means no stopping, standing, or parking for any purpose other than loading or unloading passengers and baggage, not exceeding five minutes. Section 10.24.090 specifically addresses loading zones within the chapter's framework, and Section 10.24.040 covers parking at special places such as alleys and parkways. These markings carry legal force only where the Director has authorized and placed them; California Vehicle Code Section 21458 sets the statewide curb-color meanings that these County provisions implement.
