Kirkland, WA Parking Rules: Loading Zones (2026)

Kirkland designates loading zones with signs or pavement markings under KMC 12.45.020, and KMC 12.45.230 lists the restrictions those markings enforce. Subsection (e) is the loading zone rule itself: no vehicle may park in a marked loading zone between 9:00 a.m. and 8:00 p.m. The only exception is a "bona fide delivery vehicle," which may stand in the zone only as long as reasonably necessary to complete a delivery or pickup, and only if the goods' destination is within eighty feet of where the delivery vehicle occupies the street. A vehicle that is not actively loading or unloading, or that overstays the reasonable time a delivery takes, is in violation the moment an officer checks it.

Enforcement runs through the same civil-infraction framework that covers every other parking rule in Chapter 12.45. KMC 12.45.030 sets the penalty schedule: unless a different amount is written into the chapter, the fine for a parking civil infraction, including a loading-zone violation, is $35. Ignoring the citation compounds the cost: KMC 12.45.040 makes it unlawful to fail to respond to a notice of infraction as directed, adding a $25 penalty on top of the underlying $35 fine. Kirkland police officers write these tickets citywide, including downtown and near hotel and retail loading docks. Curb color also matters: KMC 12.45.220 separately makes it a civil infraction to park where the curb is painted yellow, the marking Kirkland uses for fire lanes and delivery lanes, so the same block can be enforced either through the posted-hours rule in 12.45.230(e) or the yellow-curb prohibition in 12.45.220, depending on how the city has marked it.
