Laredo, TX Parking Rules: Loading Zones (2026)

Article VIII of the Laredo traffic code, Stopping, Standing or Parking, spells out exactly what a vehicle may do in a marked loading zone. Sec. m. Outside that window a special permit from the traffic manager is required to use the space at all. Sec. 19-347(c) sets a separate, tighter rule for passenger loading zones: a vehicle may stop only for the expeditious loading or unloading of passengers, and only for a period not to exceed five minutes. Sec. 19-347(e) allows a driver to stop temporarily at a loading zone for actual loading or unloading of passengers so long as the stop does not interfere with another vehicle waiting to enter the zone to load or unload property.

The city traffic manager, not city council, actually creates and locates each zone under Sec. 19-148, which authorizes the traffic manager to determine the location of loading zones and passenger loading zones and to place and maintain appropriate signs indicating the same and stating the hours during which such restrictions are applicable. Sec. 19-349(d) additionally lets the city post a marked loading zone as a tow-away zone: parking there without loading or unloading, where signs so indicate, is deemed an immediate obstruction to traffic, and the vehicle may be towed and stored without further notice to the owner.
