A short-term loading zone is a designated area intended for the expeditious loading or unloading of passengers, merchandise, or materials and may be subject to a parking fee for a period longer than thirty minutes. The operator of any passenger vehicle shall not stop, park, or stand such vehicle at any such loading zone for a period of time longer than five minutes. The Director of Transportation and Utilities in consultation with the Director of Urban Development or his or her designee may designate such loading zone by placing appropriate signs, marks, lines, signals, or traffic control devices indicating a loading zone and it shall be unlawful for any person to stop, park, or leave standing any vehicle in violation of such traffic control devices.
