For on-street curb loading, the California Vehicle Code controls curb colors under Section 21458: a yellow curb means stopping only to load or unload passengers or freight for the time set by local ordinance, and a white curb means stopping only to load or unload passengers or deposit mail.
Failing to provide or maintain the required on-site loading spaces for commercial, industrial, or institutional development violates Section 18.102.110. Using standard parking spaces for truck loading violates Section 18.102.030. On the street, stopping beyond the allowed loading purpose at a yellow or white curb violates Vehicle Code 21458 and is enforced as a parking violation.
