Charleston County does not set countywide residential loading-zone rules; designated loading zones and time-limited commercial curbs are established by the individual municipalities. On any public street, you must obey posted signs and may not block traffic, driveways, or fire lanes while loading.
Loading and unloading zones are an urban-curb-management tool, so in the Charleston region they are created and enforced by the cities and towns (Charleston, North Charleston, Mount Pleasant), not the unincorporated county, which is largely low-density and residential. On any public street, SC Code 56-5-2530 still governs: you may stop only long enough to load or unload without blocking a driveway, crosswalk, hydrant, or fire lane, and must leave adequate roadway clear. Where a curb is signed or marked as a loading zone, that posted restriction controls the allowed vehicles and time limits.
Parking in a marked loading zone in violation of posted signs is a municipal parking offense subject to ticket and towing; obstructing traffic is a state traffic violation.
