San Bernardino County Development Code Section 83.11.090 requires off-street loading spaces for institutional, commercial, industrial and special uses. Each loading space must be at least 10 feet wide, 20 feet long and 14 feet high, with one space per 5,000 square feet of floor area, up to a maximum of four spaces.
Loading requirements in the unincorporated County are set by the Development Code rather than by a network of curbside loading-zone signs. Development Code Section 83.11.090(a) provides that 'Every institutional, commercial, industrial, or special use established or erected on land that abuts a street or an alley shall have one permanently maintained loading space of not less than 10 feet in width, 20 feet in length, and 14 feet clear in height, for each 5,000 square feet of structure floor area provided.' The same subsection caps the requirement: 'not more than four loading spaces shall be required for each use,' and allows an approved Use Permit to let adjoining uses share loading areas where appropriate. These off-street loading spaces must be improved to the same surfacing standards as parking areas (Section 83.11.090(b)-(d)), and Section 83.11.030(g) prohibits using required parking and loading areas for storage or display of merchandise. On the public street, curbside yellow curb markings indicate loading zones under California Vehicle Code Section 21458, which states that yellow means 'stopping only for the purpose of loading or unloading passengers or freight,' and white indicates short stops for loading or unloading passengers; the specific time limits are set by local ordinance and posting. For disabled loading and unloading, Development Code Section 83.11.060 details accessible loading-aisle dimensions tied to State law. Together these rules ensure deliveries occur off-street at larger sites while curb colors govern brief on-street loading.
Failing to provide or maintain required off-street loading spaces, or using a required loading area for storage or display, violates Development Code Section 83.11.090 and 83.11.030(g) and can be cited during permitting or by Code Enforcement. On the street, parking a non-loading vehicle in a yellow loading zone, or exceeding posted loading time limits, is enforceable under California Vehicle Code Section 21458 and local posting.
