22 of the Roseville Municipal Code, Stopping for Loading or Unloading Only, governs commercial and passenger loading citywide. 030 authorizes the director to establish loading zones, time limits, and their locations, effective once signs are posted giving public notice, and lists four zone types the director can create: a general loading zone, a bus loading zone, a freight loading zone, and a passenger loading zone. 040 sets the default time limit inside any posted loading zone: a vehicle may not stop, stand, or park longer than three minutes to load or unload passengers, or 20 minutes to load or unload materials, unless a posted sign specifies a different limit.

010: a yellow curb means no stopping, standing, or parking except for loading or unloading, again capped at three minutes for passengers and 20 minutes for materials during the posted hours, while a white curb is reserved for passenger loading or depositing mail, capped at three minutes. 020 makes it unlawful for anyone else to paint a curb surface without city permission. The time limits apply to any vehicle using the zone, not just commercial trucks, so a driver who parks in a yellow or loading-zone-marked space for a purpose other than loading or unloading, or who exceeds the posted minutes, is violating the section even if the vehicle is otherwise legally stopped.
