Spotsylvania County, VA Parking Rules: Loading Zones (2026)

Article 5, Division 10 of the county's zoning ordinance sets the off-street loading rules that apply to every structure and use established after the division took effect (Sec. 1), with the zoning administrator given discretion to set requirements case by case in planned development commercial, planned development housing, mixed-use and village districts. Under Sec. 2, loading spaces must sit on the same lot as the use they serve, though two or more businesses can share loading berths cooperatively under a private scheduling agreement, with the use requiring more spaces controlling the total.

No loading berth may sit in a required front yard, and any loading area touching a public street must have a curbed, county-approved driveway opening built to VUSBC and design standards manual specifications. 2-2286(4), but the area must still be graveled and kept in good condition during that period. Required berths must measure at least 15 feet wide, 25 feet long and 15 feet high, though additional berths placed alongside a first one can narrow to 12 feet wide. Sec. 3 sets seven numeric standards, labeled A through G, each pegging the number of required berths to gross floor area.

Sec. 4's use table assigns a standard to each use: warehousing and industrial uses fall under Standard A, retail sales and personal service establishments under Standard B, offices and financial institutions under Standard C, and hospitals, colleges and funeral homes under the least-demanding Standard F.
