Sugar Land, TX Parking Rules: Loading Zones (2026)

The city traffic engineer decides where loading zones and passenger loading zones go and posts signs stating the hours each zone is in effect, under § 5-80. Two separate time limits then apply depending on the type of zone. In a passenger loading zone, § 5-136 makes it unlawful for a person to stop or park a vehicle for any purpose or period of time other than for the expeditious loading or unloading of passengers, and then only for a period not to exceed three minutes.

In a freight loading zone, § 5-137(a) allows stopping only for the expeditious unloading and delivery or pickup and loading of property, and caps that stop at 30 minutes. Section 5-137(b) carves out an exception letting a driver stop briefly at a loading zone to pick up or drop off passengers, so long as the stop doesn't block another vehicle waiting to load or unload freight there. Both time limits apply only during hours when the applicable regulation is in effect, meaning outside the posted hours a vehicle can park in the zone without violating these sections, though other parking rules may still apply.

Because § 5-81 also gives the traffic engineer general authority to prohibit or limit stopping and parking anywhere in the city based on engineering and traffic investigations, some loading zones may carry additional restrictions posted on the sign itself.
