Sugar Land's Code of Ordinances and Development Code regulate RV and boat parking in residential areas. Vehicles including boats, trailers, and recreational vehicles may not be parked on unimproved (non-paved) surfaces in front or side yards. Improved driveways may be used for RV and boat parking subject to any applicable HOA restrictions. The Development Code's zoning regulations include provisions for vehicle storage in residential districts. Most of Sugar Land's master-planned communities β including New Territory, First Colony, Sweetwater, Telfair, and Riverstone β have HOA deed restrictions that impose stricter requirements including screening, time limits for loading/unloading, and prohibitions on long-term front-yard storage. Junked or inoperable vehicles are separately regulated and may not remain on private property for more than 30 consecutive days.
Parking on unimproved surfaces is a code enforcement violation with fines up to $2,000 per offense. Junked vehicle violations require abatement within 10 days of notice. HOA violations are enforced separately through deed restriction enforcement.
