Article XII of Chapter 17 gives the city manager sole authority to decide where passenger and freight curb loading zones go and requires appropriate signs to mark and maintain them under Section 17-330. , and not at all on Sundays or legal holidays; outside those hours the space reverts to whatever the ordinary parking rules for that street require. Section 17-331 addresses a common dispute: a loading zone posted in front of one storefront is not reserved for that business. The ordinance states plainly that all loading zones are available to anyone who has loading or unloading to do in the immediate vicinity, so a neighboring shop's delivery truck may use the same curb space.
