Section 30-123 does not set a single citywide overnight parking window; it authorizes hour-restricted parking prohibitions imposed by ordinance or order of the city and enforced only where official signs mark the restricted hours at that location. Subsection (b) designates who sets those hours: the public works department chooses the streets or portions of streets subject to hour restrictions, but where the department has not made its own designation for a given street, the restriction defaults to whatever DeKalb County had designated, a holdover from Dunwoody's 2008 incorporation out of unincorporated county land.

Because enforcement is sign-dependent, section 30-102 requires at least one sign in each restricted block, on each side of the street, and states that no regulations shall be effective unless these signs are erected and in place at the time of any alleged offense. In practice this means Dunwoody's overnight parking rules vary street by street rather than following one fixed citywide curfew, and a driver must check the posted sign on the specific block, since a street without a county- or city-designated restriction and without a sign has no overnight parking prohibition in force. The chief of police also has separate emergency authority under section 30-103 to temporarily prohibit parking or stopping on any street when needed.
