Kingsport, TN Parking Rules: Overnight Parking (2026)

Section 98-220 is the core overnight rule in the City of Kingsport. Subsection (a) makes it unlawful to park any vehicle overnight within any area where timed parking is established, except as the section provides, or to park any vehicle on Broad Street and Main Street between 10:00 p.m. and 8:00 a.m. without an overnight parking pass. Subsection (b) exempts a physician while on emergency call, an authorized emergency vehicle on emergency call, and a public utility vehicle in use on official business. Section 98-221(5) separately bars parking on any publicly maintained way for the principal purpose of storing a vehicle for a continuous period longer than 24 hours without a valid city issued overnight parking pass.

The passes come in two forms under Article IV, Division 1. A business operator in a timed-parking area holding, or exempt from holding, a valid city business license can receive up to two business overnight parking passes (§ 98-236). A resident who registers a vehicle in his or her own name at an address inside the timed parking area can receive a single pass per registration, and a resident holding a pass can obtain two visitor passes per address or residential unit at $25 per pass annually (§ 98-237). Both types are valid for up to one calendar year and expire on December 31, with renewals accepted as early as one month before expiration and a one-week grace period allowed afterward. A business pass can move between vehicles based on commercial use, while a resident pass is non-transferable between owners or vehicles.

Passes cover named public lots and facilities as space is available, including the 215 Shelby Street Parking Garage and the 425 Shelby Street, 420 Cherokee Street and 201 E. Market Street lots, plus Broad Street from Sullivan to Main and Main Street from Clay Street to Sullivan Street. Extended customer and contractor passes do not allow overnight parking (§§ 98-234, 98-235). In city parking facilities, § 98-233(c)(3) bars parking for longer than 24 hours without a valid city issued overnight parking pass.
