No person shall park a vehicle on any street for a period of time longer than 30 minutes between the hours of 2:00 a.m. and 5:00 a.m. of any day, except physicians on emergency calls, provided that if such vehicle is parked in front of the premises in which its owner or driver is remaining overnight, it shall be lawful to so park such vehicle overnight if: (1) There is no driveway or other available parking area on such premises off of the roadway; and (2) No police officer has requested the owner or driver to move such vehicle for the purpose of street cleaning.

City Code Sec. 110-382 makes it unlawful to park a vehicle on any street longer than 30 minutes between 2:00 a.m. and 5:00 a.m. Physicians on emergency calls are exempt.
