Richland, WA Parking Rules: Overnight Parking (2026)

The Richland City Council regulates overnight and hour-limited street parking through a two-part scheme in Title 11 of the Richland Municipal Code. RMC § 11.30.030 states that when signs are erected in each block giving notice, no person may park a vehicle between the hours, or beyond the duration, specified in Schedule IV, RMC § 11.40.040, on the streets that schedule describes. Schedule IV is a block-by-block table naming the exact street, the segment affected, and the time limit or restricted hours; most entries govern school-zone loading (Long Avenue is signed "no parking 7:00 a.m. to 3:00 p.m. on school days") or short loading zones, but the table also creates a true overnight restriction at the city parking lot at Wye Neighborhood Park north of Columbia Drive: four-hour parking from 5:00 a.m. to 11:00 p.m., with no parking at all from 11:00 p.m. to 5:00 a.m.

Because the restriction is signage-dependent rather than citywide, a vehicle parked overnight on an ordinary residential street with no posted sign does not violate § 11.30.030; the schedule is amended block by block as the city council adds entries (Schedule IV was last amended by Ord. 2025-11 § 4). Municipal parking lots carry a separate default limit under RMC § 11.30.015: absent a more restrictive posted time, no vehicle may sit in a municipal lot more than 24 hours without the city's express permission. Vehicles left in violation of either section can become subject to removal as an unauthorized vehicle under RMC § 11.31.010 and § 11.31.020.
