Section 14-31 of the City Code splits parking control into two parts. First, the police department regulates stopping, standing and parking citywide through signing or yellow paint on public streets and alleys, but any such signs or markings must first be approved by the mayor and council. Second, and separately, no vehicle may remain parked on any city street for more than 12 hours; that flat limit applies everywhere on-street unless mayor-and-council-approved time-limit signage in a restricted zone sets a different number, in which case the posted limit governs instead of the 12-hour default.

The rule traces to Code 1977, § 8-2005 and sits alongside related provisions in the same article: Sec. 14-32 bars parking a car on a public street for the purpose of offering it for sale, and Sec. 14-33 bars using the public street as a repair bay. tit. 40, ch. 6, §§ 40-6-372 through 40-6-376, as the city's traffic code (Sec. 14-1), so state stopping-and-parking law fills in anywhere the local chapter is silent. No specific fine is written into Article II itself, so a violation of the 12-hour limit is enforced as a general Code violation.
