The Town of West New York is hereby authorized to designate, as herein provided, certain streets and other public areas within the Town of West New York as Residential Permit Parking zones ("RPP Zones"), in which vehicles displaying valid parking permits, decals, vouchers, or hang tags, (collectively and/or individually known hereinafter "parking permit," "permits," and/or "decals") may stand or be parked, without limitation by parking time restrictions established by this article. Vehicles not displaying a valid parking permit may stand or be parked for a limited time, not to exceed the hourly parking restriction specified and adequately posted by signs.

Under § 277-24 A, permit parking hours are in effect 24 hours a day, seven days per week. Any vehicle gets up to a three-hour limit without a permit, excluding holidays; staying longer in a nonmetered space within a twenty-four-hour period requires a daily visitor parking permit. Metered spaces stay open to every vehicle during meter hours, and a resident permit does not excuse paying the meter. Two municipal lots, 6105 Van Buren Place and 6301 Bergenline Avenue, are enforceable from 10:00 PM until 9:00 AM.
Permits are sold by type under § 277-26. A resident's first vehicle costs $15 for a one-year period, the second $25, the third $50, and the fourth vehicle and above $100 for each permit. Passenger commercial vehicles pay $50 for one year. Business and employee permits cost $30 for six months or $60 per year and can be used for 10 hours maximum in a twenty-four-hour period between 5:00 a.m. and 12:00 midnight. Out-of-state permits cost $50 for three months, and caretaker permits cost $15 per year. Visitor permits under § 277-27 are $4 daily, $15 weekly and $50 monthly, limited to at most two monthly permits per household at a time.
Buyers must show three forms of identification with a West New York address under § 277-29 B, and any permit is valid throughout the Town regardless of the zone it was issued for (§ 277-25). Under § 277-32 the Utility can exempt service and commercial vehicles for a period not to exceed eight consecutive hours when residents call with 24 to 48 hours of notice.

A vehicle left for a continuous forty-eight-hour period can be booted, as can one with three or more unpaid summonses, the oldest outstanding more than 40 days. Using a permit on another vehicle costs $59 and a one-year revocation (§ 277-36), and counterfeiting costs $250 to $500 per violation or up to five days in jail (§ 277-33).
