Section 277-17 lists what is not covered. A four-wheel vehicle under 20 feet in length with noncommercial plates is exempt. So is a four-wheel vehicle under 20 feet with commercial plates that carries a resident commercial vehicle sticker, limited to one sticker per household and requiring a registration listing a West New York address. The Parking Services Utility charges $100 to apply and $50 to renew every six months. Commuter vans never qualify and cannot park on public streets. Vehicles owned and operated by the Town, the Board of Education or another government agency or school based in the Town are exempt, as are taxicabs based and licensed in the Town while parked to conduct taxicab service. Ordinary cars run on a different clock. In permit zones the three-hour limit in § 277-24 A applies 24 hours a day, and § 277-43 allows parking in bus and commuter vehicle stops from 9:00 p.m. to 6:00 a.m. Motorcycles cannot park in a residential spot not designated for motorcycles, or in a metered spot outside the hours of metered parking, including overnight, under § 277-42 A.

Violations & Fines

Section 277-18 sets a penalty of not more than $500 for each violation, and each one hour that a particular violation continues counts as a separate offense. Commercial vehicles parked in prohibited areas can be towed at the owner's or operator's expense. For the resident commercial vehicle sticker, the burden of proof is on the owner to show the vehicle is also used for personal use.
