Brooklyn Park, MN Parking Rules: Snow Removal Parking Rules (2026)

11, last amended by Ord. 2018-1234 in 2018, sets two separate snow-parking triggers. Division (A) bars parking or leaving a vehicle on a street whenever there are two inches or more of snow on the roadway and snow is falling, has fallen within the previous 24 hours, or has been blowing within the previous 24 hours, with the sole exception a physician on an emergency call. Division (B) applies once a snow emergency has been declared: no one but an emergency-vehicle operator may park or leave a vehicle standing on any affected street until that street has been plowed from curb to curb.

Division (C) gives the City Manager, or a designated representative, authority to declare a snow emergency whenever snow, freezing rain, sleet, ice, snowdrifts or similar conditions create or are likely to create hazardous roads, in the whole city or just a section of it, with notice given by press, radio, television or the city's website. Division (D) backs the rule with real teeth: the city may issue citations and remove violating vehicles, or have them removed, and the vehicle owner is responsible for the actual towing and storage costs, with the vehicle held until those costs are paid. Operations and Maintenance handles the plowing that triggers the curb-to-curb release, while the Brooklyn Park Police Department issues citations and authorizes tows.
