Chicopee, MA Parking Rules: Snow Removal Parking Rules (2026)

Section 260-29 of the Chicopee Code, Severe weather parking regulations, works as an announced ban rather than a standing rule. Subsection B says the regulations are in effect only when announced by the Mayor, at the request of the Superintendent of Streets. While they are in effect, parking is allowed only on the even side of the street in even-numbered years and only on the odd side in odd-numbered years, 24 hours a day. That rule applies to all streets except those listed in § 260-69, Schedule X: Severe Weather Parking. Under Subsection A, no person can park, or allow or permit a vehicle in his name to be parked, on the streets listed in § 260-69 while the regulations are in force.

Subsection C explains how the public is told. The regulations are deemed announced when publicized by a daily newspaper or radio or television station notifying the public that severe weather conditions have been forecasted and that emergency winter parking regulations are in effect. The declaration stays in force as long as conditions warrant and is lifted only by the Mayor, by a consensus of the Fire Chief, Police Chief or Superintendent of Streets, and publicized the same way. The code defines severe weather to include snow, ice, hail, excessive wind or rain that, in the judgment of the Superintendent of Streets, make roads and ways in the City of Chicopee unsafe for travel.

Subsection D preserves other rules: on a street where parking is limited by law to one side, parking is allowed on the unrestricted side regardless of the year. Subsection F, added 12-3-2019 by Ord. No. 19-65, covers reverse plowing the next day when possible, at the discretion of the Superintendent of the Department of Public Works, who must first declare a reverse parking ban and advertise it in the same manner as other severe weather parking regulations. Separately, § 260-30 authorizes the Chief of Police to prohibit parking temporarily on any street in an impending or existing emergency, where there is reasonable justification.
