Lakeville property owners must clear snow and ice from sidewalks abutting their property within 48 hours, or face a petty-misdemeanor fine of up to $100 per day. On streets, winter parking is banned 2 a.m. to 6 a.m. (Nov 1-Apr 1) and during forecast 2-inch snow events until plowing is complete.
Lakeville's winter rules cover both sidewalks and streets. Under City Code 7-3-8 (Snow and Ice Removal from Sidewalks), it is unlawful for the owner or occupant of real property to fail to remove snow and ice from sidewalks abutting their property within 48 hours after it has been deposited; for long-duration storms, snow must be removed within 48 hours of the last snowfall. If a property is not in compliance, the City may, after two days' advance written notice, remove the snow or ice itself and assess the cost against the property under Minnesota Statutes Section 429.101. On the street side, the winter parking ordinance in City Code 6-1-1-3 prohibits on-street parking from 2:00 a.m. to 6:00 a.m. between November 1 and April 1, and any time the National Weather Service forecasts an accumulation of two or more inches of snow until the street or alley has been plowed, so that plows can clear roads efficiently. Residences without an established driveway, including new construction, are exempt from the winter parking restrictions. The City's Snow and Ice Control Policy guides plowing operations.
Failure to clear an abutting sidewalk within 48 hours is a petty misdemeanor punishable by a fine of up to $100, with each day of continued violation treated as a separate offense; the City may also abate the snow and bill the owner under Minnesota Statutes Section 429.101. Vehicles parked on the street during the winter overnight window or during a forecast snow event before plowing may be ticketed and towed at the owner's expense under City Code 6-1-1-3.
