Lakeville requires commercial and industrial developments to provide off-street loading areas reviewed and approved before a building permit issues. Loading areas may not be located in front of the building and must be surfaced with bituminous material or concrete.
Lakeville's Zoning Ordinance regulates off-street loading for non-residential development. A detailed off-street loading plan, including the loading berths, the loading area, and access, must be submitted to the Zoning Administrator for review and approval prior to issuance of a building permit. The location of the loading area may not be in front of the building, keeping truck docks and maneuvering areas away from primary street frontages, and all areas intended for loading, including access drives, must be surfaced with bituminous material or concrete. These design and performance standards appear in the City Code (for example, the design and performance standards at Section 11-75-13 and the related off-street parking and loading provisions of Title 11). In residential and rural districts, larger commercial vehicles may stop only for active loading, unloading, or service under Section 11-19-7, so loading in neighborhoods is limited to the time reasonably needed to complete those tasks. On public streets, the year-round 48-hour limit and the winter parking ordinance of City Code 6-1-1-3 still apply to any vehicle that lingers beyond an active loading operation.
Failure to provide or properly surface a required off-street loading area, or locating it in front of a building, is a zoning compliance issue addressed during site-plan and building-permit review and through Zoning Enforcement. Commercial vehicles parked in residential districts beyond the time needed for loading, unloading, or service violate Section 11-19-7, and vehicles left on streets beyond 48 hours are subject to ticketing and towing under City Code 6-1-1-3.
