Chapter 19's electric vehicle parking section, § 11-19-15, was added to the zoning title to "encourage and facilitate use of electric vehicles" and to set minimum infrastructure standards. Subsection B splits allowed use by charger type: Level 1 and Level 2 charging stations, public or private, are permitted in all zoning districts established by chapter 45 as incidental to any permitted accessory off-street parking area, while Level 3 (fast) charging is restricted to accessory off-street parking serving commercial, industrial, and institutional uses only. Subsection C imposes design standards for public charging stations: equipment must be visible for security purposes, placed in convenient locations, and generally operational during the business hours of the use it serves, though it may be de-energized afterward.

The design standards in subsection C4 require ADA-compliant mounting, prohibit encroachment into the parking stall dimensions, bar equipment from impeding pedestrian travel or creating sidewalk trip hazards, and require battery charging stations to sit six inches above the surrounding surface. Setbacks are fixed at thirty feet from any right-of-way and ten feet from side or rear lot lines. Subsection C5 requires the station to display a phone number or contact information for reporting equipment problems, and allows the owner to charge usage fees. Subsection D clarifies that EV charging stalls installed under this section do not count toward, and are not required in addition to, the minimum parking counts set by § 11-19-13.
