Lakeville, MN Noise Ordinances: Decibel Limits (2026)

Lakeville's zoning title has no citywide decibel table for houses, businesses or nightlife; the one numeric sound limit in the code sits inside the conditional use standards for commercial car washes in the M-1, Mixed Use I-35 Corridor District, adopted by Ordinance 1031 on June 1, 2020 and since amended. Under City Code section 11-65-7.D, a car wash (drive-through, mechanical or self-service) needs a conditional use permit, and item 5 of that subsection requires the operator to control and reduce noise from the wash operation, dryer and vacuum machines.

The self-service standard in item 5.a forces exterior vehicle doors to stay closed during the entire wash cycle, and the drive-through standard in item 5.b keeps doors closed except while a vehicle is entering or exiting the tunnel. Item 5.c supplies the only hard number: vacuum machine equipment must be positioned so sound measured at the property line does not exceed seventy decibels (70 dB). The same subsection layers on other noise-adjacent controls, including a 500-foot setback from any principal arterial roadway and a default operating window of 7:00 a.m. to 9:00 p.m. unless the City Council extends it as part of the permit.

The City Engineer reviews stacking, circulation and stormwater elements of every car wash application, but the 70 dB cap itself is enforced as a permit condition, not a stand-alone noise code, so a violation is a breach of the conditional use permit as well as a code violation.
