Lakeville, MN Noise Ordinances: Leaf Blower Rules (2026)

Section 4-1-4-2 of the Lakeville City Code groups leaf blowers with the rest of a homeowner's yard equipment rather than regulating them on their own. Item 3 of subsection A prohibits using domestic power maintenance equipment, which the code lists as including, but not limited to, lawn mowers, hedge clippers, grass or weed trimmers, garden tillers, chain saws, leaf blowers, and wood chippers, between ten o'clock (10:00) P.M. and seven o'clock (7:00) A.M. The prohibition applies citywide, whether the leaf blower is gas-powered or electric, and the code draws no distinction between residential and commercial landscaping crews clearing leaves in Downtown Lakeville or in a Lake Marion-area neighborhood.

None of the five exemptions in subsection B, covering mining permits, conditional-use-permitted activity, government public works, snow removal equipment, and emergency repairs, reach ordinary yard maintenance, so a landscaping company cannot use the public-works or emergency exception to run blowers before 7:00 A.M. Because no separate fine applies to item 3, a violation triggers the citywide general penalty in section 1-4-1, making it a misdemeanor under section 1-3-2 punishable by up to ninety (90) days in jail, a fine of up to one thousand dollars ($1,000.00), or both.

Lakeville Police and code enforcement staff can act on a resident complaint about pre-dawn leaf blowing without needing to measure decibels, since the hours themselves, not a sound level, define the violation.
