17(a), the Mayor or the Director of Public Service may declare a snow emergency for the City of Oregon, Ohio whenever snow accumulation of two inches or more exists citywide or in any section of the City, and the emergency continues until one of those officials determines the condition no longer exists. Subsection (b) requires the declaration to be announced through local news media after a City official requests it, and the ban does not take effect until at least one hour after that announcement airs, giving residents a window to move vehicles.

Once four hours have passed since the declared emergency began, subsection (c) prohibits parking, leaving unattended, or abandoning any vehicle on the specific streets listed in Exhibit A to Ordinance 5-1989, and the City may impose even tighter restrictions on those streets if conditions call for it. Subsection (d) folds enforcement into the City's ordinary illegal-parking penalty scheme and adds a towing remedy: any vehicle left in violation may be towed, on the Chief of Police's order, to an impound lot at the vehicle owner's expense. 03(a)(19), which separately lets the Mayor or Chief of Police temporarily ban parking on any street for snow removal outside a declared emergency.
