Oregon, OH Parking Rules: Driveway Rules (2026)

Oregon's Zoning Code regulates where and how residents may park at home. 03(e) and may not sit on the grass portion of the front yard, meaning cars, trucks and trailers cannot simply be parked on the lawn facing the street. 03(e) then sets the surfacing standard itself: all parking spaces, driveways, aisles and circulation areas must be improved with material that provides a durable, dust-free surface. Any parking area serving more than five vehicles must be paved with a permanent dust-free surface if it is located in a commercial district or within 200 feet of a residential district, and any parking area on a lot zoned R-2, R-3, R-4 or R-5 must be paved with a permanent dust-free surface regardless of size.

03(g) obligates the property owner to keep the parking area in good condition, free of holes, dust, trash and debris. The Zoning Inspector in the Division of Inspection administers these standards, and enforcement runs through the general zoning permit and violation process in Chapter 1105 rather than a separate driveway ordinance. 02(a) also requires that parking for a detached residential use sit on the same lot as the home it serves, a resident cannot solve a paving problem by using a neighboring vacant lot instead.

These rules apply on top of, not instead of, any subdivision or building-permit driveway apron requirements that the Department of Public Service administers for the curb cut itself.
