Article X of Chapter 412 defines snow emergency terms in § 412-52, including 'snow emergency routes' as streets designated and marked under the Article. Section 412-53 has the Director of the Department of Public Works, with the Superintendent of Police's approval, designate heavily traveled streets as snow routes, considering state highway routes and fire apparatus routes, post each route with signs reading 'snow route' at least once per block in each direction, and file a map with the City Clerk for public inspection at the Departments of Public Safety and Public Works.

Section 412-54 authorizes the Mayor to declare a snow emergency whenever, in his opinion, actual or expected snowfall will create hazardous highway conditions, announced and lifted by press release. Two hours after that declaration, § 412-55 bars parking on a posted snow route unless signage allows it, makes it a violation for a vehicle without chains or snow tires to become stuck or be left unattended on a snow route, and lets the Bureau of Police tow any parked, stalled or abandoned vehicle from a snow route.

Section 412-56 separately bars shoveling or dumping snow from a sidewalk or driveway into the street, or into a cartway already cleared. Section 412-57 limits the whole Article to the season running October 15 through April 15 each year.
