Section 54-41 delegates the county board's authority over stopping, standing and parking on the county trunk highway system and on county-owned property, granted by Wis. 55, to the Sheriff's Office and to the county highway commissioner. Section 54-42(a) then bars parking any motor vehicle on county-owned property against an official sign or marker setting a prohibition, limitation or restriction; a violator of Wis. 00 for a second or later conviction within a year. Section 54-42(b) reaches the county trunk highway system itself: stopping, standing or parking against a posted sign erected by the Sheriff's Office, the highway commissioner, or a local government without its own police force violates the article, and so does parking on private property without the owner's or lessee's consent, or against a posted restriction on that private property.
