" The prohibition applies to every facility the Land Information Department administers under Chapter 42: all ten county parks (Columbia Park, the Highway 45 and 49 wayside parks, Hobbs Woods, Riggs County Park, Roosevelt Park, Shaginappi Park, Veterans Memorial Park, Waupun County Park, and Wolf Lake County Park), both boat launching facilities, all seven recreational trails, both conservation areas, and both educational and historical sites listed in § 42-4. Unlike Veterans Memorial Park's flat ban on grilling and skateboarding, this fireworks rule includes a department-permission exception, so an organized display or supervised event can proceed if the department authorizes it in advance; the section does not spell out a separate application process or fee for that authorization.

Possession alone, not just discharge, triggers the ban, so simply carrying fireworks into a facility without a permit already violates § 42-5(18). The rule sits next to, but is separate from, § 42-5(17), which bans starting or maintaining fires anywhere except designated fireplaces, fire rings, or grills and requires anyone with a campfire to fully extinguish it before leaving.
