Section 46-167 is a list of places where the operator of a vehicle or trailer may not stand or park an occupied or unoccupied vehicle. Two words in that phrase carry weight. Occupied means staying behind the wheel does not turn an illegal spot into a legal one, so a driver sitting in a running car across a driveway is still standing there for purposes of the section. Trailer means a boat or utility trailer dropped at the curb is judged by the same list as a car.

The general escape valve is narrow. The section permits a stop only momentarily to pick up or discharge a passenger. That is a passenger exception measured in moments, not permission to wait while someone runs inside. Authorized emergency vehicles are carved out of the section entirely.

Subsection (c)(1) prohibits standing or parking in front of a public or private driveway. Nothing in the text distinguishes your own driveway from a neighbor's, so pulling across the apron at your own Harlingen address is treated like blocking someone else's. Subsection (c)(2) requires 15 feet of clearance from a fire hydrant. That distance runs to the hydrant itself, so the absence of paint or a sign at the curb does not excuse parking closer.

Subsection (c)(7) covers any curbing painted yellow pursuant to a city ordinance indicating a no parking area. In Harlingen the yellow paint is the notice; a separate posted sign is not required for the restriction to apply, which is why loading at a painted curb downtown is still a citable stop.
