Newark, NJ Parking Rules: Street Parking Limits (2026)

Chapter 23:5 of the Revised General Ordinances runs an exhaustive street-by-street table of no-parking zones. Section 23:5-1 bars parking at any time on the listed streets and points, and Section 23:5-2 bars it during specified hours on another set of streets (rush-hour commuter corridors like Broad Street and Springfield Avenue are common examples). Either violation carries an $85 fine, restated in the City's Local Supplemental Violations Bureau schedule under Section 23:A-1. Beyond the posted-sign system, Section 23:5-11 gives the Newark Division of Police authority to immobilize or tow any vehicle parked in violation of Sections 23:5-1, 23:5-2, 23:5-3, 23:5-3.1, 23:5-3.2, 23:5-4, 23:5-6 or 23:5-7, charging the owner a $75 immobilization fee plus daily storage costs set under Section 8:19-6.

Section 23:5-11.2 makes towing mandatory, not discretionary, in two situations: a vehicle parked in a zone posted with supplemental tow-away signs at the Department of Engineering's request, and a vehicle parked in front of a public or private driveway (excluding a private residential driveway) in violation of N.J.S. 39:4-138d. Once towed under this framework, the vehicle is held until the owner is notified by personal service or registered mail; if it sits unclaimed 30 days, the Department of Public Safety can sell it under state law.

Newark City Code Title 41, Chapter 7 separately bars garaging, storing or parking commercial vehicles in residential zoning districts, and Section 23:5-3.2 bars any commercial vehicle from parking on a city street between 11:00 p.m. and 5:00 a.m., with fines from $1,000 to $2,000 and mandatory impoundment on a second violation within 12 months.
