Saint Paul, MN Parking Rules: Street Parking Limits (2026)

Sec. 01 sets the baseline rule: no one may stop, stand or park a vehicle on a street or highway 'so as to interfere with or interrupt the passage of other vehicles' unless state law provides otherwise. Sec. 03(a) then lists twenty-three specific places where stopping, standing or parking is banned outright (except to avoid a traffic conflict or follow an officer's direction), including blocking a curb, sidewalk or driveway; parking within five feet of a driveway or alley throat; parking in an intersection, crosswalk, or within ten feet of a fire hydrant; parking within fifty feet of a railroad crossing; and parking in the same spot on a street or alley for more than forty-eight consecutive hours.

Sec. 03(b) separately bars a business from using adjacent streets or alleys as a parking lot for longer than ninety minutes. Sec. 05 bars driving or parking across a public curb, boulevard or sidewalk except at an authorized driveway. Sec. 06 requires parking parallel to the curb within twelve inches, headed with traffic, unless signs mark angled parking, and Sec. 08 bars parking on the left side of a one-way street unless signed. Sec. 02 lets any police officer move or order the move of an illegally stopped or unattended vehicle obstructing traffic.
