Section 86-221(a) applies the article's stopping, standing and parking bans at all times or wherever signs indicate, except when a driver must stop to avoid a traffic conflict or follow a police officer's direction. Where the traffic engineer has marked a street for angle parking, § 86-222 requires every vehicle to park at the marked angle and stay within the markings; parking outside those markings is a violation. Section 86-223 sets the baseline obstruction rule: no one may park 'in such a manner or under such conditions as to leave available less than ten feet of width of the roadway for free movement of vehicular traffic,' and on unpaved or curbless streets the same standard controls how a car must sit so as not to obstruct traffic.

Fire lanes marked by pavement markings, signs or other devices are off-limits to stopping, standing or parking entirely under § 86-224. Where the city posts 'no parking at any time' signs, § 86-230 bans parking there regardless of hour; where signs instead post specific hours, § 86-231 makes parking during those hours unlawful; and where signs post a time limit, § 86-233 caps how long a vehicle may sit there. Section 86-227 separately bars parking in an alley in a way that blocks an abutting driveway entrance or leaves less than ten feet of alley width open.
