Full Breakdown
Olathe Municipal Code § 9.10.020 makes it a Class A public offense to knowingly intercept a private phone call, letter or message without the sender's or receiver's consent, to enter or peep into a private place to surreptitiously listen or observe, or to install a recording or listening device inside or outside a private place to capture sounds that would not otherwise be audible, without the consent of the person entitled to privacy there. The section protects private spaces and communications; it contains no restriction on photographing or recording officers or public officials performing duties in public, which Olathe's code does not separately regulate.
