Any building or portion thereof, including any dwelling unit, guest room, or suite of rooms on the premises on which the same is located, in which there exists any of the following conditions, may be deemed to be substandard and condemned if the condition(s) exists to an extent that it endangers the health safety or welfare of the public or the occupants thereof... Any person failing to comply with a notice of violation or order of the Board of Building Standards shall be deemed guilty of a class C misdemeanor punishable by a fine not to exceed five hundred dollars ($500.00) for each day the violation continues.
