Chapter 15.09 rests on Section 15.09.010, which adopts the Uniform Code for the Abatement of Dangerous Buildings, 1991 edition, promulgated by the International Conference of Building Officials. The City Council adopts it with edits. Section 403 of the uniform code is deleted. References to the director of public works, including sections 801, 802 and 901, are changed to the finance director. References to the uniform building code, building code, uniform housing code and housing code, including those in sections 102(a), 103, 204, 301, 302 and 404(b), are read as the comparable provisions of the international building code, the residential building code or other relevant building code the city has adopted and has in effect at the time. Any provision of the city code more restrictive than the uniform code takes precedence over it.

Section 15.09.020 then sets the standards the building official follows, and the board of appeals follows if an appeal is taken, when ordering repair, vacation or demolition. Under subsection A, a building declared dangerous either shall be repaired in accordance with the current building code or other current building code, or be demolished, and the choice belongs to the owner. Under subsection B, a building or structure in such condition as to be immediately dangerous to the life, limb, property or safety of the public or its occupants shall be ordered to be vacated.

The city chapter itself prints no notice period, cost figure or lien step. Those procedures sit in the adopted 1991 uniform code, which the municipal code incorporates without reproducing. A demolition still needs a permit under Section 15.08.010, and Section 15.08.077 bars issuing a demolition permit for a building originally constructed before 1960 and routes the application to the Community Planning Director.
