Galt Municipal Code declares property blight a public nuisance and authorizes abatement. Blight conditions include accumulated junk, inoperable vehicles, overgrown vegetation, graffiti, and deteriorated structures. Abatement costs may be assessed as a lien.
Galt Municipal Code Title 8 property nuisance provisions and California Health and Safety Code section 17920.3 define substandard and blighted conditions. Blight in Galt includes accumulation of junk, trash, scrap, or salvage materials visible from public view; inoperable or dismantled vehicles on residential property (unless enclosed in a garage or carport); overgrown weeds or dead vegetation exceeding 12 inches; broken windows, damaged siding, or peeling paint on 25 percent or more of a structure; graffiti not removed within 10 days; and deteriorated fences, sheds, or outbuildings. Code enforcement follows a notice and order procedure: 10-day notice to abate, administrative hearing if requested, and if uncorrected, the city may abate the nuisance and assess costs as a special assessment or lien on the property under Government Code section 38773.5.
Administrative citations under GMC Chapter 1.16 typically 100 dollars first offense, 200 dollars second, 500 dollars third within a 12-month period, plus abatement cost recovery.
