Humble enforces property maintenance standards to prevent blight. Properties must be kept free of accumulated junk, debris, and unsightly conditions. Inoperable vehicles, overgrown vegetation, and structural deterioration are common violations. Code Enforcement investigates complaints and issues notices of violation.
Humble's nuisance and property maintenance ordinances require property owners to keep their premises in a clean and sanitary condition. Accumulation of junk, trash, debris, rubbish, or refuse on private property constitutes a nuisance. Inoperable or abandoned vehicles visible from the street must be removed or stored in an enclosed structure. Overgrown vegetation exceeding height limits must be mowed or trimmed. Deteriorated structures including peeling paint, damaged roofing, broken windows, and unsafe conditions must be repaired. Vacant properties must be secured and maintained. The city may abate nuisances at the owner's expense if violations are not corrected after notice. Code Enforcement responds to complaints and conducts proactive inspections. Contact Code Enforcement at (281) 446-4331 to report property blight.
Property owners receive written notice of violation with a deadline to correct. Failure to comply can result in fines up to $2,000 per day per violation. The city may perform abatement work and assess costs against the property as a lien. Repeated or chronic violations may result in municipal court prosecution.
