Conditions constituting blight include: accumulation of junk, trash, or debris visible from public areas; inoperable or unlicensed vehicles; broken or boarded windows; peeling paint exposing bare surfaces; collapsed or deteriorated structures; and overgrown vegetation. Code enforcement officers respond to complaints and conduct periodic neighborhood inspections. Owners receive written notice specifying violations and a 30-day compliance period. If the owner fails to act, the county may perform abatement and place a lien on the property for costs.
