Kane County Code Chapter 15 (Nuisances and Property Maintenance) applies to property outside the corporate limits of any city or village. It bans keeping or storing 'junk, trash and refuse' β waste matter offensive to the neighborhood, including junk vehicles, appliances, metal drums, paper and construction debris β whether reusable or not. Separately, owners of a vacant residential dwelling must file a registration statement with the Community Development Department within 30 days and renew it annually with a $50 fee. Blight inside Aurora, Elgin, St. Charles and other municipalities is regulated by those cities, not the county.
Fine up to $500 per subsection; each day is a separate offense. The county may hire a private hauler to abate and bill the owner.
