Rockville, MD Property Maintenance: Property Blight (2026)

Chapter 5 of the Rockville City Code establishes property maintenance standards enforced by the Community Enhancement Code Enforcement Division. All areas of a property, including the public right-of-way adjacent to it, must be kept free from weeds or plant growth in excess of 10 inches. Grasses, annual plants, and vegetation other than trees, shrubs, and cultivated flowers and gardens are classified as weeds when exceeding this height. Roofing, siding, windows, doors, and accessory structures such as fences and sheds must be kept in good condition and free from deterioration. The division proactively conducts curbside inspections throughout the city and responds to resident-reported concerns. Common violations include tall grass, exterior maintenance deficiencies, trash accumulation, overcrowding, unlicensed rentals, and oversize vehicles. The city's approach emphasizes education and voluntary compliance, working with property owners to resolve issues before pursuing formal enforcement. Inspectors are available Monday through Friday from 7 a.m. to 3 p.m. The division may enter properties for inspection with proper notice when violations are suspected.
