Rockville, MD Property Maintenance: Vacant Lot Maintenance (2026)

Vacant lots and unoccupied properties in Rockville are subject to the same property maintenance standards under Chapter 5 of the City Code as occupied parcels. Property owners must keep all vegetation below 10 inches, prevent accumulation of trash, debris, and waste, and maintain the public right-of-way adjacent to the property in clean condition. Structures on vacant lots, including fences, walls, and accessory buildings, must be kept in good repair and free from deterioration. Standing water and conditions that could harbor vermin or create health hazards are prohibited. While Rockville does not currently operate a formal vacant property registration program like some neighboring jurisdictions, the Community Enhancement Code Enforcement Division monitors vacant and abandoned properties through regular curbside inspections. Property owners who fail to maintain vacant lots after notice may face enforcement action, including city-performed abatement at the owner's expense. Liens may be placed on properties for unpaid abatement costs. Montgomery County's Department of Housing and Community Affairs also handles housing code enforcement for certain property types.
