Ashwaubenon, WI Property Maintenance: Snow & Sidewalk Clearing (2026)

Section 19-3-189, in Article 3 (Snow Removal) of Chapter 19, puts the snow-clearing duty on whoever owns or occupies the property abutting a public sidewalk, not on the Village, with a single carve-out for properties along the school-designated pedestrian sidewalk routes that the Village clears itself; § 19-3-191 lists those specific routes street by street, covering stretches of Babcock, Ponderosa, Ridge, Marvelle, True, Anderson, Willard, Morris, Oneida, Broadway, San Luis, Cormier, Orlando, and Pilgrim Way. Everywhere else, the clock starts at the end of a snowfall: the sidewalk must be clear of snow, ice, and debris within 24 hours.

If it is not, § 19-3-189 lets the director of public works or a designee remove the snow, ice, or debris without giving the owner advance notice, and the Village then levies its cost as a special tax against the abutting property under the state special-charges statute, rather than sending a bill the owner could simply ignore. The section also authorizes a citation for repeated violations, separate from that cost recovery. A related rule in § 19-3-190 bars dumping snow or ice removed from a sidewalk, driveway, parking lot, service station, or business property back onto any public right-of-way, and forbids piling shoveled snow anywhere it would block a driver's or pedestrian's view or movement. This language was first adopted in 2000 and has been amended as recently as 2013 (Ord. No. O5-2-13).
