003(B), goes the other direction and prohibits property owners from moving snow, debris, refuse or objects onto the public streets or ways at any time, closing off the shortcut of shoveling a sidewalk by pushing the snow into the roadway. 002(B) directs the officer to report the condition to the Department of Public Works and Safety for removal.
